Patricia Frazier

Patricia Frazier is Director, Center for Data Analysis for SPC's TriData division. TriData is a leading public safety consulting firm that focuses on fire protection studies for government and industry. A mathematician by training, with a degree in Mathematics from Smith College, and graduate work in Mathematics and Operations Research from George Washington University, Ms. Frazier directs and participates in studies and analyses that focus on identifying the nation’s fire-related problem areas. She is TriData's lead data analyst and is the primary author of and project manager for the United States Fire Administration's statistical summary of fire data, Fire in the United States. This publication, which contains detailed statistical tables as well as an array of graphics and charts, describes the major characteristics of the fire problem in the United States overall and of approximately 40 individual states. She is a contributing author to the Data Analysis chapter of the National Fire Protection Association’s Handbook.

Ms. Frazier is also the manager of TriData's large-scale national fire databases and TriData’s principal data analyst. She has conducted a wide range of research and data analyses and written numerous reports for USFA and other federal, local government, and private sector clients. Ms. Frazier was the prime analyst and co-author of seventh edition of Fire in the United States. Subsequently, she was the principal analyst and lead author for the eighth through twelfth editions of Fire in the United States. She has been the program manager for the U.S. Fire Administration Data Contracts since 1995. Under this series of contracts she has directed over a dozen special in-depth studies of various aspects of the fire problem in the U.S. as well as over 30 topical analyses.

From 1994 to 1999 Ms. Frazier was the program manager for TriData’s efforts for the U.S. Fire Administration’s Fire and Life Safety Education and Awareness. She supervised the research behind the “Fire stops With You” public fire education program. Six major reports on the U.S. fire problem were produced under this contract.

She was the project manager and lead author for the Congressionally mandated Firefighter Safety Study in response to the Firefighter Safety Study Act of 1990. The Firefighter Safety Study Act Working Group was responsible for the review of the currently available response information for hazardous materials and this report documents the Working Group's findings. She also led a special study on the estimated number of fire deaths in U.S. hotels and motels and the effect of this statistic on hotel building standards.

Prior to her involvement in fire and fire data, Ms. Frazier was an intelligence analyst for TriData’s parent company, System Planning Corporation. For System Planning Corporation 's Center for Intelligence, the emphasis of Ms. Frazier's work was in system design and system management tasks. Ms. Frazier was the database manager (and subsequently the project manager) of the Future Intelligence Requirements Forecast and Compendium of Future Intelligence Requirements.

Prior to this management information-related, work Ms. Frazier was the lead analyst on various efforts. She examined candidate positioning systems for the Stand-Off Target Acquisition System and analyzed weapon system data for the Signature Acquisition Foreign Exploitation O-CONUS Program. She addressed line-of-sight problems associated with the Ground Surveillance Radar and the Stand-Off Target Acquisition System. For the U.S. Customs Service and the Immigration and Naturalization Service, she analyzed results from tests using airborne FLIRs (Forward Looking Infrared Radar) to detect U.S. border intrusions. Ms. Frazier contributed to SPC's thermodynamic model for thermal signatures of armed vehicles and to the Long-Range Resource Planning program and other defense-related studies.
