SPC's program management and control system has as its primary goal the provision of quality products and services that meet all contract and task requirements. Our management approach is characterized by and successfully accomplishes the following objectives:
- Responsiveness to client needs
- Flexibility to address the full range of technical and contract requirements
- Adaptability to shifts in program direction and focus
- Technical competence and initiative to meet all challenges
- Efficient use of personnel.
To fulfill their roles, SPC TMs have direct access to corporate resources such as the Contracts Department, Technical Publications and Graphics Department, Accounting Office, Technical Library, Computer Center, and Web Center. Because personnel assignments and resource allocations are also the TM’s ultimate responsibility, they are delegated the authority to make all technical and management decisions necessary to satisfy task orders. As part of their management duties, the TM maintains cognizance of all work ongoing under this contract and meets with the team members on a regular basis to discuss the technical, schedule, and cost status of work and related issues. Additionally, the TM will coordinate regularly with the Navy’s technical and contractual personnel to assess overall schedules and efforts, resolve issues, provide information on resources and other contract items, and ensure technical progress and coordination. The TM will be supported by the SPC Contracts Department for all contractual interactions.
In fulfilling his/her responsibilities, our TM will:
- Maintain a close working relationship with the government project and contract officers.
- Organize the work effort, plan and budget costs, monitor work performed, ensure schedule and budget compliance, and maintain quality control of deliverables.
- Identify resources and assemble a task team having the necessary qualifications and experience to perform the task. As described in our Subcontracting Plan, every effort will be made to include small businesses on the team in order to meet our small business participation goals.
- Review each task order, assess requirements, develop a response by determining the best approach, and identify required resources.
- Serve as technical/substantive leader and contributor to assist in analysis, evaluation, development, and review of deliverables.
- Implement the SPC program management and control system, identify and resolve problems, conduct cost/schedule reviews with SPC management and the customer, and submit monthly reports.
- Interface regularly with the corporate management of our subcontractor personnel.
SPC-mandated reviews include:
- Formal reviews (quarterly) of the overall efforts by the TM.
- Informal meetings (at least weekly) between the TM and the Navy's project officer to assess project status.
- Informal reviews (as required) of overall project efforts between the TM and corporate vice president.
- Formal SPC corporate reviews (quarterly) of project efforts by the TM and critical team members, chaired by the corporate vice president.
Upon request by the Navy's Term Determining Official (TDO), SPC will provide a written self-assessment of its performance. It is understood that this assessment will be used in the Award Term Board's evaluation of our task performance.
SPC uses the commercially produced Deltek cost accounting and control system for all of its accounting. The system provides prompt and accurate processing of all financial records and data. This DCAA-approved cost and schedule management system enables SPC to plan, execute, and monitor its contracts at any point in time. The system is capable of integrating resource requirements, costs, and schedules into a single, comprehensive plan where the relationship between resource utilization, costs, and schedule are established. SPC's monthly cost accrual accounting is performed in a manner consistent with the plan (i.e., costs are segregated by specific task requirements) so that costs can be tracked at many levels. Deviations from the plan are automatically generated so that management is immediately alerted to variations. Our cost'control-based accounting system has proved to be a successful tool for identifying and managing critical program resources.
An equally important function of Deltek is its job planning and scheduling system. Our TM will use this feature to track task area progress and costs. Cost information from the Deltek accounting system is automatically fed into the Deltek job costing subsystem so that deviation reports are generated. These reports will be the primary tool by which the TM will identify resources or cost anomalies and ensure that work is conducted in accordance with plans. Deltek is a sophisticated and proven tool for managing and controlling an entire company's resources or those of a small task within the company. Its use is another value-added feature that SPC brings to its customers.
Our progress reports are an integral part of our management process'not just a mandatory contract deliverable. The procedures by which progress reports are prepared and approved are critical to the usefulness of the reports for SPC management and control purposes. The primary responsibility for the preparation of progress reports is assigned to the TM. These reports are prepared and submitted monthly; concurrently, the TM also prepares an overall contract progress report for review by corporate management.

- Creating an environment in which employees are empowered to achieve excellence and are motivated to continuously improve the quality of services.
The key element in providing quality products and services is to first determine the customer's requirements and then apply appropriately skilled personnel to accomplish the resulting tasks. To match requirements with people, we implement the structured planning process discussed in this section. If the technical expertise is not readily available on staff, or if a task team member has to be replaced, our Human Resources Department has numerous methods for and is skilled at finding and hiring staff who are well qualified for the task at hand. Because SPC's benefits and compensation packages are competitive with similar industries, we are able to hire and retain excellent personnel.
A second element of SPC's quality program is the implementation of the structured internal review process. This review process guarantees the overall technical quality, accuracy, and credibility of our work. It begins with the development of the proposal responding to the task order statement of work. Once awarded and accepted, the quality progress of all elements of the task is reviewed according to the approved schedule. At established project milestones, the SPC Task Manager will convene a formal peer review for quality, which will typically be performed by staff members who have not been involved with the project. Quarterly, a corporate-level review is held.
A third element of SPC's quality program is the involvement of SPC's corporate support. For example, the Publications Department is involved in all phases of major studies, documents, and briefings (including those that will be generated as part of this contract) to ensure the quality of written products. This includes reviewing and assisting with grammar as well as presentation and integration of well-designed graphics and pictures to enhance the document, CD-ROM, or Web-based production.

TECHNICAL CAPABILITIES IN PROPOSED FUNCTIONAL AREAS
System Planning Corporation (SPC) has provided the federal government with engineering, technical, and programmatic support services for 36 years. This section summarizes some of the current or recent performance in 20 of the 22 functional areas in which SPC and its 12 small business subcontractors (the Team) have core competencies.
Most of the contracts cited in the four Table As (geographical Zones 1, 2, 3, and 6) span more than one of the functional areas. For example, in every case that a product has been designed and manufactured, extensive technical documentation has been provided. Similarly, modeling, software development, prototyping, reliability, maintainability, and availability (RM&A), safety, configuration management, quality assurance, and testing are usually functions of the manufacturing process. Therefore, for the sake of brevity, program descriptions are not duplicated among functional areas.
3.1 - Research and Development Support
Research and development is the raison d-être of all companies that comprise the SPC Team. Our scientific and analytic support to Defense Advanced Research Projects Agency (DARPA) offices involves highly complex areas such as optical physics, target identification and tracking, and countermeasures. We support numerous cutting-edge DARPA programs: Geospatial Representation and Analysis, Waveforms for Active Sensing, Protein Design Process, the Virtual Soldier, MicroPropulsion, Molecular Photonics, Microelectromechnical Systems, Micro Gas Analyzers, Advanced Lithography, and MicroCryogenic Coolers, etc. For the Navy, the Team developed air-borne acoustic antisubmarine warfare (ASW) sensor systems, an underwater sensor suspension system, environmental sensor systems, and a wide variety of sonobuoy technologies. The Team has made significant contributions to the development of the Navy-s Littoral Combat Ship. We also have performed major R&D support by analyzing state-of-the-art designs and prototypes for potential incorporation into naval warfighting systems. SPC also evaluated the risks (fires, emergency medical services, rescue capability, and dealing with hazardous materials) to forces and capabilities to deal with them at 42 Navy installations worldwide.
3.2 - Engineering, System Engineering, and Process Engineering Support
Much of the R&D activity discussed above translates to system engineering of new weapon systems and the upgrade of existing systems. Our contracts with NAVAIR (Naval Air Station Patuxent River) focus on the development and testing of naval aviation systems including weapons and avionics systems integration. Engineering expertise includes aircraft survivability, combat identification, air-launched weapons, aircraft avionics/electronics/sensors, mission computers, mission planning systems, and fighter aircraft operation flight program development. Our role has recently expanded to next-generation avionics system development and information warfare concepts related to military aircraft, C4ISR, and network-centric warfare. Engineering taskings include design reviews, build-readiness reviews, preparation of prime item development specifications, coordination of functional requirements documents, preparation of test plans and procedures, test report reviews, test failure tracking, system security accreditation, and support equipment requirements reviews. For the Navy-s Combat Craft Department, the Team designed both a hydrofoil vessel and a planning hull vessel; both required considerable mechanical engineering. Another engineering task was to create anti-tamper plans for NAVAIR-s F/A-18, MMA, E-2D, MH-60R, and Heavy Lift Replacement programs. Several programs that require system and process engineering support at DARPA include Networking in Extreme Environments, Next-Generation Program, Dynamic Optical Tags Program, Mobile Network MIMO Program, and Mach 5/50 Program.
3.3 - Modeling, Simulation, Stimulation, and Analysis Support
The engineering design and development of the types of complex weapon systems and equipment mentioned above requires considerable analysis to validate concepts. Analyses need to be conducted not only to determine performance, but also address vulnerability, survivability, cost realism, and many other factors. Modeling and simulation (M&S) tools are necessary to acquire the data necessary for making acquisition decisions. The SPC Team has created numerous software applications and simulations in support of weapon systems and equipment. The Team is currently developing a simulation to predict open-ocean drifting of large sonobuoy fields for use with existing ASW tactical decision aids; this involves integrating ocean dynamics numerical models with sonobuoy hydrodynamic models. A software tool is also being developed to model the medical resources needed to respond to attacks with chemical, biological, radiological, and nuclear weapons; this requires producing models that predict the time-dependent appearance of various casualties from attacks in any city. For the development of both a high tow force and a high-speed unmanned sea surface vessel, extensive software was developed to determine unmanned operation C4ISR, mission system integration, and vehicle flight control. This work included development of fault trees, casualty management, and collision avoidance systems. SPC-s series of RCS measurement radars requires sophisticated software that distinguishes surface objects from background clutter. SPC is also involved in analyzing response times of emergency forces to various points on many military installations and assessing how the emergency first responder forces can be deployed for most efficiency and effectiveness.
3.4 - Prototyping, Pre-Production, Model-Making, and Fabrication Support
SPC has 25 years of experience in the manufacture of RCS radars and other electronic systems, including an Access Entry Control System installed at nuclear sites, smart sensors embedded in cargo containers (GlobalTrak), a radiation dose measuring device (Smart-Badge), and a command destruct system used in the event of a missile testing failure. Our facilities include two electronics laboratories, an anechoic radar range, fully equipped machine shop, drafting facilities, and purchasing, shipping, and receiving departments. A current design and fabrication effort by the Team is a twin boom extendable crane that is capable of lifting an 11-metric-ton load for launch and recovery of offboard autonomous systems. Another design and manufacturing program is a prototype hybrid electric power generation and drive system for small marine vessels. This system allows independent variation in boat speed, tow load, and electric power generation while maintaining optimum engine efficiency at the total power demand. Additionally, two full-scale prototypes of the high tow force and high-speed unmanned sea surface vessels reached Technology Readiness Level 7. The Team also fabricated three hardened tactical acoustic measurement and decision aid test bed buoys.
3.5 - System Design Documentation and Technical Data Support
For each of the prototype and manufactured systems discussed previously, detailed system design documentation is provided. Many of these documents meet all MIL-STD and MIL-SPEC requirements. In addition to the paper copies of these documents, electronic versions are also provided-often embedded with software as interactive electronic technical manuals. Materials include system specifications, fabrication and installation drawings, installation procedures, standard operating procedures, interface control documents, architecture design documents, operator manuals, requirements documentation, verification and validation documents, maintenance manuals, and mission planning instructions.
3.6 - Software Engineering, Development, Programming, and Network Support
For NAVAIR, the Team is currently managing development of Operational Flight Program and Mission Planning System software. This support includes management of all phases of software development for Naval Aviation Systems from requirements development through fleet introduction. Software development is monitored through peer review meetings for computer software configuration item design, software configuration reviews, software design reviews, build readiness reviews, and final build reviews. The Team also routinely assists Navy customers in contract negotiations for future system software development programs. In the de-velopment of hardware products, the Team performs -C- and assembly programming for interfacing to instrumentation, user interface controls, high-speed computer and digital signal processing (DSP), and real-time processing and data storage. Where applicable, the software development processes were assessed at Software Engineering Institute Capability Maturity Model (CMM) Level 3 or equivalent. One notable project was the development of Global Positioning System (GPS) logger software, which is used to log the GPS position on the Navy-s P-3 using the flight-certified Trimble Trimpack III. Another project was the implementation of a Fiduciary Trust Model that was developed to provide a roadmap for reengineering and improvement of the various business activities (i.e., beneficiary relationship development and management, financial operations, ownership, land and natural resources planning, and land and natural resources use and management) performed by the Office of the Special Trustee for American Indians in coordination with the Bureau of Indian Affairs. SPC developed a PC-based data analysis processing system that allows image editing and transformation for inverse synthetic aperture radar data that supports our RCS measurement radar program. Most recently, SPC patented new algorithms for detection of small targets in a maritime environment. The algorithms eliminate sea clutter from ship radars so that very small watercraft are easily detected. Applications for this capability include support to the U.S. Coast Guard and Department of Homeland Security.
3.7 - Reliability, Maintainability, and Availability (RM&A) Support
Reliability, maintainability, and availability requirements are integrated with the system design, development, and life-cycle sustainment of all warfighting equipment and systems developed by the SPC Team. The latest reliability prediction, analysis, testing, and improvement techniques are applied to our products. This involves designing metrics that measure compliance with RM&A requirements. SPC maintains its five generations of RCS radar measurement systems in the field; in fact, the first system deployed in 1982 remains operational. We provide 24-hour support to customer field operations. We have extensive overall experience in maintenance management, operations improvement, and continuous flow manufacturing, which was applied to the preparation of Field Maintenance Procedures for the Army Small-Caliber Ammunition Plant. The Team-s acquisition and logistics personnel addressed new item sustainment in a variety of nontraditional ways, adapting traditional doctrinal methodologies and professional experience to austere combat-theater support and sustainment possibilities in a matter of 3 to 6 months.
3.8 - Human Factors, Performance, and Usability Engineering Support
The SPC Team is experienced at developing and applying metric, mission, cost, and performance measures using engineering and analytic disciplines. A proprietary methodology, marketed as Behavior-Based Performance Metrics, is used to assess performance management and metrics programs. One of SPC-s contractors is supporting the DISA Teleport Human Systems Integration efforts and served on an Army team that developed the MANPRINT program currently in use. This latter program developed a documented, repeatable process for assessing the man-machine interface. An assessment of long-haul trucking that was performed has direct applicability to Navy projects. Additionally, the Team is supporting the Air Force in developing competencies for defined military and civilian skill. Other human factors and performance research and analysis include Exhibit 300 business cases and portfolio management; program management support including earned value, scheduling, cost, and budgeting; acquisition support; performance-based contracting and service-level agreements; six-sigma/lean six sigma quality measures; business modernization, and total cost of ownership.
3.9 - System Safety Engineering Support
SPC analysts and engineers have served on Navy and Air Force safety boards for aviation and weapon systems. Our staff includes individuals that were assigned to USAF and USN System Safety and Analysis Centers. They provided expert technical analysis on fighter aircraft and associated air-launched weapon systems compliance with DoD safety standards. Personnel currently assigned to SPC-s Center for Tactical Air Warfare Programs assisted in the rewrite of Mil-Std-882, the DoD Standard Practice for Systems Safety. Our staff includes individuals that evaluate operational systems for compliance with safety measures of effectiveness prior to systems delivery to fleet personnel. SPC personnel are intimately involved in ensuring system safety on the next generation of unmanned vehicles. Requirements for the design and fabrication of the high tow force vessel and high-speed unmanned sea surface vessel called for these vessels to be capable of full manning and be autonomous. Therefore, areas of system safety were addressed. Simulations were run to describe ship motions in different sea-ways and headings; thus, general habitability and fatigue could be predicted. Some degree of physical risk is simply unavoidable when testing full-scale prototypes, especially where the system has to operate under Sea State 4 conditions. Our engineers routinely develop test procedures and practices intended to mitigate risk as much as possible. Navy best practices and OSHA are routinely applied.
3.10 - Configuration Management Support
In support of the F/A-18 Program Office, the Team has developed configuration management plans, sits on configuration control boards (CCBs), monitors contractor deliverables for compliance with approved design configurations, and advises program management on configuration management issues. During a recent CCB, we identified a serious configuration management issue and provided recommendations that led to major process changes and improved security for a critical network-centric system. We also executed complete functional and physical configuration audits on several avionics systems. For DARPA, the Team manages technical and management baseline of critical program data. This includes control of operational concept, requirements specification, key design data, key correspondence, and managing document control for source selection.
3.11 - Quality Assurance Support
SPC has fielded 44 radar cross section (RCS) measurement systems. All of our systems pass rigorous quality control checks. SPC is an ISO 9001:2000 certified company. SPC is currently providing RCS measurements, data analysis, and instrumentation radar systems in support of the Advanced Cruise Missile and F-117 fighter programs. These activities are addressing the critical issue of quality control measurements for stealth (low-observable) systems. We demonstrated the validity of quality control measurements through a fightline analysis of the SR-71 reconnaissance system. The goal is to ensure that the signatures of the systems are not increased through maintenance or operational stress (e.g., a dropped wrench causing a dent on the wing of an F-117). SPC provides quality assurance support to DARPA program managers by independently reviewing performer contractor-s compliance with technical requirements and adherence to program standards and milestones.
3.12 - Information System Development, Information Assurance, and Information Technology Support
In the important area of anti-tamper technologies, SPC provides technical support to NAVAIR/NAWCAD organizations at NAS Patuxent River and NAWCD China Lake. This work involves critical program information identification, threat identification and analysis, vulnerability analysis, risk analysis, and countermeasures measures of effectiveness. The anti-tamper plan and resulting countermeasures are designed to deny, deter, and detect the reverse engineering attempts of an adversary. In another program, the Team designs, develops, procures, installs, operates, and maintains information system networks. These networks range in size from small LANs to worldwide WANs and cover the security spectrum of Unclassified to Top Secret. The Team has exceptional expertise in all operating systems (PC/Windows, Mac, UNIX) and in facilitating certification and accreditation of computer systems up to and including P/L 4. Currently, our Team is developing system security authorization agreements and information assurance strategies and supporting the DITSCAP process for the F/A-18 program.

3.14 - Interoperability, Test and Evaluation, Trials Support
SPC provides test and evaluation support to a number of customers, including NAS Patuxent River and China Lake, from the earliest phases of development testing through operational testing. The Team has participated in hundreds of military tests and trials. We are on the cutting edge of managing systems being developed and tested using the integrated test and evaluation process. The Team is involved in the interoperability issues for the F/A-18 program. We helped initiate and develop the electronic warfare (EW) Link-16 concept of operations (CONOPS) and investigated Joint Strategic AEA Investment with the Air Force and Navy. We successfully argued for the Navy to alter Air Force direction in pursuit of EW Battle Management (BM) CONOPS from a single point of control to a multitiered approach in order to better align with the EA-18G capability roadmap-s incremental approach to EW BM. For the Dynamic Optical Tags program, SPC proposed changes to laboratory test designs and plans and to data collection methods. The Team developed, executed, and evaluated EMI tests for the Networking in Extreme Environment Program. For the Next-Generation (XG) program, we developed the plan for multisite measurements and aided in developing the proper statistics. From the new XG measurements, we performed a correlation analysis for multimode measurements and determined relationships between correlation level to frequency and distance from measurements. For the Mobile Network MIMO Program, the Team reviewed test plans for Lakehurst tests, coordinated tests for Lucent 2 Node Test, and prepared an after-action report. At Guantanamo Bay, the Team evaluated an exercise scenario dealing with a suicidal plane crash and a terrorist internee. SPC also developed test matrices that are designed to develop a complete test plan relating to frequencies and angles of RCS measurements.
3.15 - Measurement Facilities, Range, and Instrumentation Support
SPC is the nation-s leader in the design and manufacture of RCS measurement radars, and in the design and construction of ranges used during the operation of these systems. Our radars measure very-low observable objects and are used at our in-house indoor anechoic range and on government and industry ranges. They also can be truck mounted and palletized (usually airborne). Our measurement campaigns range from surface ship measurements using an outdoor radar to highly sensitive measurements of scale models in indoor ranges to air-to-air measurements of helicopters. Our measurement experience includes naval platforms, military and commercial helicopters, advanced craft, submarine masts and antennas, missiles, and orbital space debris. SPC-s range operations and testing experience includes operations, maintenance, and systems upgrade support for the Santa Cruz Radar Imaging Facility, field measurement support at more than 20 RCS measurement ranges, and performance of precision RCS measurements and analysis for government and industry using company-owned radars. We also provide RCS measurement services using other companies- radar systems. For example, we operated and maintained all RCS measurement systems for the Naval Research Laboratory Chesapeake Bay Detachment. This facility was designed to test the effectiveness of chaff at various RDA frequencies. Testing involved concurrent measurement of chaff signatures using two radars controlled by an SPC-designed, computer-based control system. Recently, we conducted a low-grazing-angle measurement campaign to evaluate the signatures of submarine periscopes using polarimetric calibration to ensure the validity of collected data.
3.16 - Acquisition Logistics Support
The SPC Team has 4 years of experience performing the acquisition and acquisition logistics for the Army-s Rapid Equipping Force (REF), Ft. Belvoir. We worked closely with the acquisition logisticians and performed many traditional logistics functions to ensure research, design, development, test and evaluation, initial and follow-on production, and fielding were provided. The acquisition process was supported by ensuring (1) that developmental-domain testing supported an initial acquisition decision, (2) that considerations for life-cycle support were addressed during the acquisition, (3) that the initial development systems were fielded to the warfighter with all logistics concerns adequately addressed in a materiel fielding plan, (4) that the systems would ultimately receive a limited operational test from the receiving warfighter, and (5) that the systems deemed adequate to the warfighters- needs would be integrated into the normal Army program management process for further development and full-fledged support.
3.17 - Supply and Provisioning Support
This functional area closely parallels the Acquisition Logistics Support area described earlier. The Team-s efforts for the REF included analysis to ensure that the fielded warfighting capabilities were sustained. One of our team members is highly experienced in industrial engineering and operations management. The company performed an analysis of GSA-s Global Supply Alaska warehouse that addressed the need to better utilize existing space, to improve business methods and processes, to handle more throughput with faster turnaround time, and to improve responsiveness to customer needs. Recommendations included rearranging storage locations and venue, adding and eliminating equipment, and improving the order fulfillment (picking) operation. GSA concurred with these recommendations and tasked us to implement them. We redesigned the warehouse layout to include shelving, narrow aisles, fast versus slow moving items, and consideration for item size and weight. We created CAD drawings and supervised the contractor that performed the physical reconfiguration. We also recommended and helped procure picking carts and a narrow aisle reach truck, redefined the operating parameters of the warehouse, helped make the order picking and assembly operation more efficient, and trained the warehouse staff for the new picking procedures and equipment.
3.18 - Training Support
We previously discussed many weapon systems and individual equipment designed and manufactured by the SPC Team. For each of these products, we conducted operational and maintenance training and prepared documentation supporting both. Training has included classroom instruction, simulations, and hands-on field training. On one current task, SPC conducts mission-essential training based on requirements from the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). SPC customized training for radiation safety, operations, and interagency policies to resolve a radiological alarm. BATFE Special Agents are taught to identify and make timely decisions to respond safely to a potential terrorist incident. The training draws enough technical information to aid the student-s decisionmaking process while focusing on the operational aspect of national security and the prevention of a terror attack involving radiological or nuclear material. Our Team has also provided training regarding the preparation of CNO morning intelligence summaries, maritime intelligence reports, and maritime intelligence assessments. Our professional experience also includes developing course material and providing instruction for all levels of DoD acquisition certification. SPC and most of our team members have designed an in-house training program, called Total Excellence Through Leadership, which consists of a series of seminars on various aspects of corporate operations, quality control issues, ethics, and security awareness.

3.20 - Program Support
The SPC Team has supported numerous programs for the Navy and OSD, including Advanced Concept Technology Demonstrations. We have developed and characterized innovative concepts of operations and combinations of technologies to meet warfighter needs, including current operations and system development and support. Our support has enabled defense program managers to clearly identify and rigorously assess program opportunities and risks, thus allowing timely and informed decisions. We have also developed program protection plans, technology assessment and control plans, and anti-tamper plans for F/A-18, MMA, MH-60R, and HLR programs. These tasks involve identifying critical program information and protective countermeasures, review of program acquisition documentation, development of open-source assessments, and drafting a program protection plan. Program management support has been provided to the Director, Defense Research and Engineering (DDR&E), DARPA program offices, the U.S. Senate Office of the Sergeant at Arms, the AV-8 and V-22 program offices, and many others. SPC has assisted evaluation teams from Commander, Naval Operations (CNI) fire and emergency services in evaluating emergency services and dispatch at various installations, is writing a manual on operating fire and emergency service departments, and undertaking risk analysis of selected installations to develop a better methodology for doing risk analysis. Overall, we are a major contributor in the prevention, preparation, suppression, and response to fire and other emergencies that may occur at U.S. naval bases around the world. SPC compiles and publishes the DDR&E five-volume Science and Technology (S&T) Plan and the Army-s two-volume S&T Plan. Other significant publishing activities performed by the team include the FY2005 Performance and Accountability Report for the U.S. Department of Interior, reports and presentations for the Wildland Fire Council, and a Request for Equitable Adjustment claim associated with close-out of a $250 million construction demolition project performed at the K-25 Gaseous Diffusion Plant in Oak Ridge, Tennessee. We are a system engineering and technical assistance (SETA) contractor for several dozen defense and federal government agencies.
3.21 - Functional and Administrative Support
We provide administrative and clerical support to numerous offices under our SETA contracts. For 30 years, we have provided administrative and clerical staff to DARPA program offices. These personnel, highly skilled in the use of Microsoft Office products, produce written material using Word, design and prepare viewgraphs using PowerPoint, design and maintain spreadsheets with Excel, and input data and conduct runs with Access databases. We also provide administrative support to DDR&E and the U.S. Senate Office of the Sergeant at Arms. For the Government of the District of Columbia, the Team provides assistance in the development of effective internal procedures to facilitate accomplishment of program goals for the DC Child and Family Services Agency. This work involves monitoring plans, collecting data specifically related to child abuse and neglect cases, compiling planning documents in order to develop local planning recommendations, designing and monitoring a performance management tracking system, providing planning and research assistance to agency programs, and preparing planning documents including those required by local, state, and federal funding sources.
3.22 - Public Affairs and Multimedia Support
SPC-s Communications and Information Solutions Group encompasses a select team of outstanding performers with experience in creating and supporting development of print, photo, video, web and multimedia public affairs instruments. This centralized group supports nearly every contract awarded to SPC. The group is led by an individual with public affairs experience at the highest levels of the Navy, who understands and appreciates the Navy public affairs ethos. SPC currently provides public affairs support for the Office of the DARPA Director. SPC-s Multimedia Team creates a wide range of original, vivid graphic designs. The team is skilled in still and video photography, digital animation and post-production titles, graphics, and effects. Its portfolio includes cutting-edge work for DARPA-s scientists and engineers. The Team also produces for DARPA high-quality media products including quick turnaround multimedia projects such as 3D concept design, audiovisual materials, graphical user interfaces, posters, murals, animations, and exhibit booths. Our Web Development Team develops custom applications to support a wide range of public affairs requirements, in addition to supporting web design, database management and other needs. SPC-s Editorial Services Team is comprised of technical writers and editors who have a wealth of experience in supporting DoD publications requirements. Our Conference Services Team plans, manages, and executes meetings, conferences, and other events. It currently supports an ambassadorial-level seminar series for the State Department and plans and hosts hundreds of conferences for DARPA, the Army and others. Additionally, two members of our Team specialize in technical writing, editing, production, and publishing of government documentation.
