Center for Emergency Management

System Planning Corporation's (SPC) Center for Emergency Management has been a major contributor to emergency preparedness efforts; continuity of operations and government (COOP/COG) planning; all-hazards training and exercise development and conduct, and critical infrastructure protection efforts. SPC has extensive experience with and is a major contributor to emergency response and preparedness planning; all-hazards and continuity planning, training, and exercises; risk and vulnerability assessments; and emerging threat countermeasures. SPC has provided expert program support and assistance to many government clients, including the Iowa Homeland Security and Emergency Management Division, the United States Senate Sergeant at Arms Ð Office of Security and Emergency Preparedness, and others in support of homeland security efforts.

The Center for Emergency Management's core capabilities include the following:

Continuity Planning


SPC's portfolio of accomplishments includes experience in Continuity of Operations (COOP), Continuity of Government and Leadership, and Business Continuity planning. Our recent work includes an evaluation of COOP/COG planning efforts by the Department of Veterans Affairs. We also have done work for FEMA and other agencies. We have completed reviews of emergency management functions for many cities, counties and other local jurisdictions. Emergency Preparedness Plans & Programs

Emerging Threat Countermeasures

Training and Seminars


SPC currently conducts the Critical Incident Response Technology Seminars (CIRTS) program for EOD and SWAT first responders. Some of the partners we work with during these seminars include:

  • National Bomb Squad Commanders' Advisory Board (NBSCAB)

We have the capability, experience, and subject matter expertise to train bomb squads in military EOD techniques and radiological incident response, and can provide training simulation services.

Additionally, SPC provides training and seminars concerning IED's in transit security and port security environments and can customize services for joint training programs.

Critical Infrastructure Protection

Risk and Vulnerability Assessments


SPC has extensive experience in conducting risk, threat, and vulnerability assessments of programs and facilities. We have completed vulnerability assessments for a number of federal government critical infrastructure assets, including 40 U.S. embassies around the world.
Protective Measures Development


We have developed a detailed risk engineering process designed to address "outside the box" threats, tendencies, and objectives. This risk engineering process has been integrated with SPC's vulnerability assessment methodology to more accurately define and quantify risks to facilities and personnel, enabling managers to more effectively use scarce funding in developing solutions to preparedness challenges.

Evaluation and Planning Services


Through our TriData division, we have served over 250 state and local governments and federal agencies in the U.S. and Canada on all aspects of fire, rescue and emergency services operations. Our experience includes planning and evaluation work for fire departments, emergency medical services, fire and arson investigation units, hazardous materials units, technical rescue squads, and for prevention, suppression and support services as well. Major Incident Investigations


We have undertaken after-action reports to glean and share lessons learned from a number of major headline emergency events and loss incidents, including the attack on the World Trade Center, the Commonwealth of Virginia's response to Hurricane Isabel, the shooting at Columbine High School, a major refinery fire, and many others. We can help document incidents, organize data, and evaluate responses.
Performance Metrics


We develop systems of efficiency and effectiveness measures for a wide range of government services. We have trained government employees in the U.S. and Eastern Europe on how to collect reliable measurement data and how to analyze and apply the results.
Data Collection and Analysis


We maintain a national database containing over 15 million emergency incidents. This data has been used for the statistical analyses and report preparation for the annual federal fire statistics report, Fire in the United States, which we compile. We develop special reports for clients on a wide range of public safety topics, drawing on a variety of databases. We have melded databases to achieve data fusion required for specific applications.
Occupational Safety and Health Research


We have evaluated occupational safety and health programs for federal agencies and have undertaken major research efforts into the underlying factors contributing to employee safety.
