Homeland Security Products and Services Details
Center for Emergency Management
System Planning Corporation's (SPC) Center for Emergency Management has been a major contributor to emergency preparedness efforts; continuity of operations and government (COOP/COG) planning; all-hazards training and exercise development and conduct, and critical infrastructure protection efforts. SPC's blending of corporate knowledge and experience at all levels of government gives us a distinct edge over virtually all our competitors. Specifically, we bring a unique blend of homeland security and domestic preparedness core competencies in federal, state, and local planning, training, exercises, and real-world operations.
SPC has extensive experience with and is a major contributor to emergency response and preparedness planning; all-hazards and continuity planning, training, and exercises; risk and vulnerability assessments; and emerging threat countermeasures. SPC has provided expert program support and assistance to many government clients, including the Iowa Homeland Security and Emergency Management Division, the United States Senate Sergeant at Arms Ð Office of Security and Emergency Preparedness, and others in support of homeland security efforts.
In contrast to other contractors, SPC-supported emergency management programs incorporate performance metrics, lessons learned, and best practices, all in compliance with national standards and preparedness goals. The Center for Emergency Management has both operational and technical expertise, providing our clients with unique qualifications and high value services. Collectively, the Center for Emergency Management offers not only the assets of a large company but the rapid responses and personal relationships for which smaller companies are well known.
The Center for Emergency Management's core capabilities include the following:
Creating, evaluating, implementing, exercising, and maintaining emergency and continuity plans, procedures and programs;
Developing, conducting, and evaluating training and exercises for all-hazards and continuity programs.
Providing objective analysis of technologies, concepts, and initiatives; and
Conducting vulnerability assessments, surveys, and research to quantify planning needs.

Risk and Vulnerability Assessments

SPC has extensive experience in conducting risk, threat, and vulnerability assessments
of programs and facilities. We have completed
vulnerability assessments for a number of federal government critical infrastructure assets, including 40 U.S.
embassies around the world.

Protective Measures Development

We have developed a detailed risk engineering process designed to address
"outside the box" threats, tendencies, and objectives. This risk
engineering process has been integrated with SPC's vulnerability assessment
methodology to more accurately define and quantify risks to facilities and
personnel, enabling managers to more effectively use scarce funding in
developing solutions to preparedness challenges.
