We are recognized for our comprehensive ability to take new technology ideas from concept formulation and build to system development and acquisition. Our scientists and program analysts evaluate requirements and develop responsive plans; prototype technology; and conduct engineering and system analyses, tests, and evaluations.

Transition services are provided from initial R&D through modeling and simulation, field test and evaluation, and life-cycle support. When appropriate, SPC performs prototyping and maintains the capability to subcontract for specialized manufacturing activities.

Program Management & SETA
SPC provides high-quality, responsive support to government technology developers. Our services include program management, concept development, science and technology (S&T) planning support, systems engineering and technical assistance (SETA) services, and technology transition planning. Key customers for these services include the Deputy Under Secretary of Defense (Science and Technology) (DUSD(S&T)); Office of the Director, Defense Research and Engineering (ODDRE); Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ALT); Defense Advanced Research Projects Agency (DARPA); and the intelligence community.

Since 1970, SPC has supported senior-level DOD officials in the areas of strategic assessment, policy planning, long-range planning support, force structure analysis, force readiness and sustainability analysis, and program budget analysis. We have served as the analytic support contractor for strategic planning and long-range resource planning for most of the acquisition and policy offices within the Office of the Secretary of Defense, as well as the military services. SPC has conducted numerous studies and strategic assessments of political, economic, and military crises in the Persian Gulf, East Asia, South Asia, and the Baltic states for senior officials in the U.S. Navy, U.S. Marine Corps, and other U.S. defense agencies. SPC also has authored technical reports on the policy implications of U.S. export controls, as well as the DOD laboratory infrastructure.
