System Planning Corporation Names Former Kentucky State Official Director of Center for Crisis and Emergency Preparedness
Arlington, Va., July 7 System Planning Corporation (SPC) today announced that former Kentucky Homeland Security official Ray Nelson has been named the Director of its Center for Crisis and Emergency Preparedness.
The announcement represents SPCs expanding commitment to providing world-class Homeland Security planning, systems and services to government and industry clients.
Ray Nelson brings a wealth of counter-terrorism, contingency planning and emergency management experience with him, said Joe Rozek, SPCs vice president for security, operations and technology. His military and state government experience will help us provide our customers with the best in planning services.
Nelson joins SPCs National Intelligence, Security and Response division from the Kentucky Office of Security Coordination, which he joined immediately following the September 11 terrorist attacks, and where he served as Kentucky's first executive director for homeland security. In that role, Nelson directed the states interagency anti-terrorism plans and operations coordination efforts.
He assisted in the development of Kentucky's strategic emergency plans, including creation of a widely adopted model for conducting state government vulnerability assessments and instituted proactive protective measures for ensuring continuity of state services and critical infrastructure. His efforts enhanced the states coordination with government agencies at all levels and with key organizations in the private sector.
A career U.S. Army officer, who retired in 2000 with the rank of colonel, Nelson has extensive command and operational experience in Army aviation and special operations. He is a graduate of the U.S. Army Command and General Staff College and the Army War College. He holds a B.A. in Sociology from Iowa State University and an M.A. in Business Administration from Webster University.
He is a native of Cedar Rapids, Iowa and is married to the former Ruth Ann Thompson of Owensboro, KY.
