SPC Team Authors Article On Improving U.S. Port Security
Two key members of System Planning Corporation's Homeland Security team have co-authored an article that discusses steps U.S. ports must take before a crisis to ensure they remain secure. The article appeared in the May 2004 issue of Homeland Protection Professional magazine, a major first responder publication.
Given the fact that the nation's largest ports are located near the largest metropolitan areas, the article calls for port officials, first responders, and government officials at all levels to form strong emergency preparedness and management teams before natural or man-made disasters strike.
Authors Linda Easley, SPC's Vice President of Homeland Security Strategies and Information Solutions, and Hollis Stambaugh, Director of the Center for Public Protection in SPC's TriData division, examine the modern history of port security by reviewing two major disasters, which occurred in 1917 and 1947. They combine that examination with a look at steps several ports have taken since the 9/11 terrorist attack to improve emergency response.
The authors offer a number of measures port officials can undertake to improve their security posture, especially if planning efforts have yet to be completed.
SPC is currently engaged in improving port and supply chain security, most notably through studies with the ports of Seattle/Tacoma and New York/ New Jersey under the Department of Homeland Security's Operation Safe Commerce.
