SPC Official Testifies About Anthrax Incident Study Before Congressional Subcommittee
Arlington, Va. (April 5) -- A System Planning Corporation official today
testified before a U.S. House of Representatives subcommittee about a study the
company conducted on the state and local response to the recent suspected
Anthrax incident in the National Capital Region.
Philip Schaenman, President of SPC’s TriData division and project manager for
the study commissioned by officials in Virginia, Maryland and the District of
Columbia, told a subcommittee of the House Committee on Government Reform that
overall, emergency management officials at the state and local levels acted
professionally, and with good interagency cooperation and communication. In his
testimony, Mr. Schaenman also pointed out several communications and information
flow issues that needed attention and resolution by government officials.
SPC was awarded a contract March 17 to conduct the study by the Commonwealth of
Virginia to create a timeline of events and to help assess what occurred during
the March 11-15 period. SPC submitted its draft report to officials Mar. 25.
The study coincides with a federal interagency review initiated by Homeland
Security Secretary, Michael Chertoff.
