System Planning Corporation Awarded Portland, Maine Emergency Planning Contract
Arlington, VA (Aug. 22) – System Planning Corporation (SPC) today announced that
it has been awarded a contract by the City of Portland, Maine to create Standard
Operating Guidelines for an All-Hazards Emergency plan for the city’s harbor.
Under this contract, SPC will work with City of Portland leadership, including
the Portland and South Portland Fire Departments and the harbor's major
stakeholders to develop a comprehensive set of Standard Operating Guidelines
(SOG), which will incorporate a consequence and response plan encompassing
existing data, plans and operational assets.
Subjects to be covered in the SOG include terrorism, man-made and natural
events, as well as daily operations involving firefighting and security
response.
Senior Vice President Charles L. Cragin, who heads SPC's National Intelligence,
Security & Response Division said, "A key factor in our selection to do this
critical work was SPC's ability to analyze and solve issues involving multiple
agencies.
"SPC has more than two decades experience writing emergency operations
guidelines and working to resolve emergency preparedness and homeland security
challenges among multiple agencies with overlapping authority," he said.
SPC's personnel resources include former fire chiefs, emergency managers, and
special response unit directors – all who have served in local government with
distinction. Other SPC staff members draw upon noteworthy military careers,
engineering backgrounds, or incident command experience. A number of employees
continue to serve their communities as volunteer first responders.
