System Planning Corporation EOD Expert Advocates Need for Responder Training
Arlington, VA (Sept. 23) -- A recent issue of Homeland Protection Professional
magazine features commentary by K. Todd Wilber, Director of System Planning
Corporation’s Emerging Threat Countermeasures Center on the important role
training plays in responding to threats local bomb squads face today.
Wilber observes that "In the wake of the recent London subway bombings... we’re
reminded that technology alone cannot prevent a mass-casualty attack." In his
commentary, Wilber advocates investing sufficient time in training bomb
technicians.
"Investing in the competence of responders will pay the greatest dividend to the
community they serve," he says. "Technological solutions have their place, but
are not a higher priority than training."
As SPC emerging threat countermeasure director, Wilber directs the company's
efforts to support the nation's Technical Support Working Group's (TSWG)
Critical Incident Response Technology Seminar (CIRTS) series. SPC conducts the
seminars in the field around the country. The seminars are designed to assist
local bomb squads to learn about emerging threats and to be prepared to respond
to them more effectively.
Prior to joining SPC, Wilber had a career in the military and civilian federal
government sectors. In the Army, his service included duty with the 1st Special
Operations Detachment - Delta (Delta Force), Ft. Bragg, NC, as Special
Operations Explosive Ordnance Disposal (EOD) Operator.
He also has served as a program director at the U.S. Dept. of Energy, National
Nuclear Security Administration, Office of Emergency Response, Washington, DC,
where he managed first responder programs.
