System Planning Corporation’s TriData Division President Co-Authors Guide to Performance Measurement for Local Governments
Arlington, Va. (July 7) – System Planning Corporation today announced that the president of its TriData Division, Philip Schaenman, has co-authored the newly revised edition of a book designed to help local governments measure the impact of their community services and tailor them to the unique needs of their communities.
Published in June by the International City/County Management Association (ICMA) in conjunction with the Urban Institute, the 3rd edition of “How Effective Are Your Community Services? Procedures for Performance Measurement,” builds on nearly three decades of experience and process improvement.
The book highlights the practical steps necessary for governments to select measures of service quality and use them efficiently. It enables government managers to assess whether they are doing the right things and how well they are doing them.
Schaenman served as lead author for the chapters on Fire Protection, Crime Control, and Transportation Services. This reflects his 25 years experience leading TriData in analyzing and assessing Fire, EMS and other local government services in more than 150 communities around the U.S. and overseas.
