System Planning Corporation Awarded Contract to Conduct Vulnerability Assessment of
Portland, Maine Port Facilities
Arlington, Va. (June 1) – System Planning Corporation (SPC) today announced that it has been awarded a contract by the City of Portland, Maine to conduct a vulnerability assessment of
the city’s port facilities.
Under this contract, SPC will interview City of Portland officials and conduct on-site visits and assessments of city port facilities including the Portland Ocean Terminal, the
Casco Bay Lines Facility, and the International Marine Terminal.
The assessment will be conducted to ensure the city’s facilities are in compliance with the U.S. Maritime Security Act of 2002.
Senior Vice President Charles L. Cragin, who heads SPC’s National Intelligence, Security & Response Division said, “This effort will help ensure that key city infrastructure is
properly managed and secure.”
This contract is the second SPC has been awarded in the past year by the City of Portland.
In a previous effort awarded in August 2005, SPC created Standard Operating Guidelines (SOG) for an All-Hazards Emergency Plan for the city’s harbor. Under that contract, SPC
worked with city leaders, including the Portland and South Portland Fire Departments and the harbor’s major stakeholders to develop a SOG which incorporated a comprehensive
consequence and response plan.
