SPC/TriData Completes Support for Virginia Tech Review Panel
Arlington, Va. (Sept. 7) – System Planning Corporation (SPC) today announced that its TriData division has completed its technical and logistical support to the independent panel reviewing the April 16 mass shooting tragedy at Virginia Tech.
"We have done over 60 other after-action reports, but this was by far the most challenging because of the many important issues that had to be carefully examined and the need to be sensitive to the victims' families," said TriData president Phil Schaenman.
"This report has expanded our perspective and experience on issues including law enforcement, emergency management, regional EMS, medical examiner operations, university security and victim services. We are now better prepared to help other communities and institutions," Schaenman said.
Governor Timothy M. Kaine accepted the panel's report in Richmond August 30.
During a news conference marking the event, both the Governor and panel chair, retired Va. State Police superintendent W. Gerald Massengill, praised TriData's support and expertise.
TriData president, Phil Schaenman and director of TriData's Center for Public Protection, Hollis Stambaugh, served as panel staff director and deputy director respectively.
In his foreword to the report, Gov Kaine wrote: "An assignment of this importance required expert technical assistance and this was provided by TriData, a division of System Planning Corporation. TriData has worked on numerous reports following disasters and tragedies, including a report on the 1999 shooting at Columbine High School."
SPC and TriData previously supported the Commonwealth of Virginia in reviewing the actions of state and local government agencies in response to the effects of Hurricane Isabel in 2003.
Gov. Kaine announced TriData's selection to support the Va. Tech Review Panel April 21. TriData staff conducted many of the 200-plus interviews and reviewed thousands of pages of documents in helping the panel formulate its findings and recommendations.
