Our work involves high-quality technical, administrative, program management, and contracts management expertise for the Defense Sciences Office (DSO), Microsystems Technology Office (MTO), and Contract Management Office (CMO) of the Defense Advanced Research Projects Agency (DARPA), as well as the U.S. Navy's NAVAIR/NAWCAD divisions, and other government agencies.
Our team of scientists and engineers evaluate current state-of-the-art technologies, and help program managers develop programs to attain large advancements in these fields. We identify new technology thrusts, develop and procure funding for new technology programs, and assist in managing the research. SPC provides life-cycle budgetary and financial management support to a myriad of programs for our government customers. This support includes strategic planning of budgetary and schedule tradeoffs and variance analysis during the source selection process; fiscal year management and analysis for program and contract budgets; and “back of the envelope” cost/benefit analyses to aid in program planning and decision making.

SPC offers full-service IV&V - from testing algorithms and software to analyzing data and briefing results. Our team provides life-cycle program, business, and security administration support. We possess a thorough understanding of the scientific, engineering, and technical assessment (SETA) industry, and have strong knowledge of sales and marketing techniques. We provide full life-cycle contract support, including pre-award source-selection, negotiation, contract vehicle administration, Federal Acquisition Regulation (FAR) adherence, financial tracking, report generation, and archiving.
SPC's software suite 
(electronic Financial & Acquisition Services Tool) is used to help manage proposal review processes. After digitally capturing proposal information, the system allows evaluators to score and comment on multiple proposals at once. All data is exported into eFAST for an effective visual representation of the combined feedback.

eFast can:
- Produce a before meeting report (Word/Excel) in order for the program manager to review all comments and scores prior to the review meeting.
- Assess, sort, and rank proposals quickly and accurately. eFAST is used to check compliance with CO or FAR requirements; debrief proposers; and develop an award strategy.
- Produce source selection documentation to include the Statement of Consensus.
- Produce an after meeting report (Word/Excel) in order for the program manager to review all final consensus comments and scores as a means to prepare for briefings.
